Asari-Toru is a Local Government Area in Rivers State, Nigeria. Its headquarters is Buguma City, seat of the Amanyanabo of the Kalabari Kingdom. The LGA split from Degema on 16 May 1989.

Asari-Toru covers about 113 km². It recorded 219,787 people at the 2006 census; a 2022 projection put the population near 316,100.

The postal code for the area is 504101. Hon. Onengiyeofori George is the current Executive Chairman of Asari-Toru Local Government Area. Thirteen wards make up the LGA: ten inside Buguma City, plus Isia Group I, Isia Group II and West Central Group.
