The population was 28,440 at the time of the 2020 census.

Huntingdon is the county seat.

The Tennessee General Assembly established the county on November 7, 1821, and named it after Governor William Carroll.

The county has a total area of 600 square miles (1,600 km2), of which 599 square miles (1,550 km2) is land and 0.8 square miles (2.1 km2) (0.1%) is water, according to the United States Census Bureau.
