Gilmer is the county seat.
The county is named after Abel P. Upshur, who was Secretary of State when John Tyler was president.
Upshur County is in the Longview, Texas Metropolitan Statistical Area and the Longview–Marshall, Texas Combined Statistical Area.
The U.S. Census Bureau says that the county has a total area of 593 square miles (1,540 km2), of which 583 square miles (1,510 km2) are land and 9.7 square miles (25 km2) (1.6%) are water.
