The population was 12,243 at the time of the 2020 census. Elkton is the county seat.
The county is named after Colonel John Todd, who was killed during the American Revolution at the Battle of Blue Licks in 1782.
The county has a total area of 377 square miles (980 km2), of which 374 square miles (970 km2) is land and 2.6 square miles (6.7 km2) (0.7%) is water, according to the United States Census Bureau.
