This made it the second-least populated county in Kentucky. Booneville is the county seat.
The county was made out of Clay, Estill, and Breathitt counties on January 23, 1843.
It was named for William Owsley (1782–1862), who was a judge on the Kentucky Court of Appeals and the governor of Kentucky from 1844 to 1848.

In 1858 and 1870, parts of Owsley County were used to make Jackson County and Lee County.
