Owsley County is a county in the U.S. state of Kentucky. It is in the Eastern Coalfield area.

As of the 2020 census, there were 4,051 people living there.

This made it the second-least populated county in Kentucky. Booneville is the county seat.

The county was made out of Clay, Estill, and Breathitt counties on January 23, 1843.

It was named for William Owsley (1782–1862), who was a judge on the Kentucky Court of Appeals and the governor of Kentucky from 1844 to 1848.

Owsley County was made in 1843 from parts of Clay, Breathitt, and Estill counties. It was named for Governor William Owsley.

Owsley County was the 96th county in Kentucky.

In 1858 and 1870, parts of Owsley County were used to make Jackson County and Lee County.

The county has a total area of 198 square miles (510 km2), of which 197 square miles (510 km2) are land and 0.9 square miles (2.3 km2) (0.4%) are water, according to the U.S. Census Bureau.
