The county was named after José Antonio Navarro, a Tejano revolutionary who signed the Texas Declaration of Independence.

The county has a total area of 1,086 square miles (2,810 km2), of which 76 square miles (200 km2) (7.0%) are covered by water, according to the United States Census Bureau.
