On January 23, 1816, the county was formed and named after Benjamin Howard, the first Governor of the Missouri Territory.
It is part of the region historically known as Little Dixie, and was originally settled by migrants from the Upper South. It is part of the metropolitan area of Columbia, Missouri.
The county has a total area of 472 square miles (1,220 km2), of which 464 square miles (1,200 km2) is land and 7.7 square miles (20 km2) (1.6%) is water, according to the United States Census Bureau.
