Millersburg serves as the county seat.
Coshocton, Tuscarawas, and Wayne counties were combined to form the county in 1824, and it was organized the following year.
It was named after Andrew Holmes, a War of 1812 officer who was killed.
The county has a total area of 424 square miles (1,100 km2), of which 423 square miles (1,100 km2) is land and 1.4 square miles (3.6 km2) (0.3%) is water, according to the United States Census Bureau.
