At the 2020 census, there were 20,065 people living there.
At the 2010 census, there were 22,609. Hope is the county seat. Hempstead County is the fourth county in Arkansas.
It was made on the same day as Clark and Pulaski counties, December 15, 1818. Edward Hempstead was a representative to the U.S. Congress from the Missouri Territory, which at the time included Arkansas.
The county is named after him. It is an alcohol-free county, also called a “dry” county.
