As of the 2020 census, there were 3,272 people living there.
This made it the third-least populated county in Oklahoma.
Buffalo is the county seat.
It was made in 1907 from the northwest corner of Woodward County.
It was named for Oscar Green Harper, who was the clerk of the Oklahoma Constitutional Convention.
The county has a total area of 1,041 square miles (2,700 km2), of which 1,039 square miles (2,690 km2) are land and 2.0 square miles (5.2 km2) (0.2%) are water, according to the U.S. Census Bureau.
The Cimarron River and the Beaver River drain the county.
