The population was 11,517 at the time of the 2020 census.
Windom is the county seat.
On May 23, 1857, the county was established and named after the river in Germantown Township (“cottonwood” is the English translation of the Dakota Sioux word “Waraju”).
The county is 649 square miles (1,680 km2) in size, with 639 square miles (1,660 km2) being land and 10 square miles (26 km2) (1.5%) being water.
