It is on the southern edge of the state and is near the foothills of the Blue Ridge Mountains and the western Piedmont.

Shelby is the county seat. The Shelby, NC Micropolitan Statistical Area is made up of Cleveland County.
It is part of the Charlotte-Concord, North Carolina and South Carolina Combined Statistical Area.
The county has a total area of 468 square miles (1,210 km2), of which 464 square miles (1,200 km2) are land and 4.0 square miles (10 km2) (0.9%) are water, according to the U.S. Census Bureau.
