Maluti-a-Phofung sits below the Maluti mountains and the Drakensberg escarpment, at the point where the Free State, Lesotho and KwaZulu-Natal meet. Phuthaditjhaba lies directly beneath the escarpment at the entrance to the QwaQwa area, formerly a self-governing homeland, while Harrismith sits lower and further west on the open highveld near the N3. It borders Dihlabeng to the west, with Lesotho along its southern edge and KwaZulu-Natal and Mpumalanga municipalities to the east and north.

Harrismith was founded in 1849 and named after Sir Harry Smith, then British governor of the Cape Colony; its position at the foot of the escarpment made it a natural stopping point on early wagon routes into Natal. Phuthaditjhaba and the surrounding QwaQwa area developed very differently — QwaQwa was declared a self-governing “homeland” for Sesotho speakers under apartheid in 1974, and Phuthaditjhaba grew rapidly as its administrative capital, absorbing large numbers of people forcibly relocated from elsewhere in the Free State and Eastern Cape.
