It remains one of the least urbanised municipalities in KwaZulu-Natal, with almost the entire population living on communally held land. Traditional leadership structures continue to play a significant role in local governance alongside the elected council, a pattern common across rural iLembe and neighbouring districts. Because the municipality has no significant town beyond its seat, most public services — the district hospital, secondary schools and the municipal offices — are concentrated in and around Maphumulo itself, requiring long travel times for outlying wards. The municipality has repeatedly flagged road, water and electricity infrastructure as priorities in its integrated development plans, reflecting its status as one of the more under-serviced areas of KwaZulu-Natal. Otimati and Ntunjambili, the municipality’s other named localities, function more as scattered rural settlements than as distinct towns with their own services, with residents travelling to Maphumulo town itself for schooling, healthcare and shopping. Local roads through Mushane and Samungu remain gravel for much of their length, a common constraint across the district’s rural wards, and one the municipality has flagged for upgrading in successive infrastructure budgets.

Maphumulo is reached via the R74 and district roads from KwaDukuza and Kranskop. The nearest airport is King Shaka International, north of Durban, about ninety minutes’ drive away over mostly rural roads. Minibus taxis provide the main link between Maphumulo town and the surrounding villages, and to KwaDukuza for onward travel.
