Horo Guduru Welega Zone (Afaan Oromoo: Godina Horroo Guduruu Wallaggaa) is a zone of western Oromia, administered from Shambu. The 2007 census counted 570,040 people, of whom 11.36 per cent lived in towns, the lowest urban share of the Welega zones. The zone sits on high plateau above the Blue Nile gorge and holds the Fincha’a dam and sugar estate.

Major Towns

Shambu is the only town of any size. Fincha’a is a company town built around the sugar estate and the power station, and the rest are woreda seats with weekly livestock and grain markets.

Geography

Horo Guduru is high, wet plateau, most of it between 2,000 and 2,800 metres, cut on the north by the Blue Nile gorge. The Fincha’a River drains the centre of the zone through the Chomen swamp, a large seasonal wetland, before joining the Blue Nile. It is dammed at Fincha’a for hydropower, and the Amerti and Neshe rivers were later diverted into the same scheme. Rainfall exceeds 1,500 millimetres a year in places, and grass cover is heavy enough to support one of Ethiopia’s best-known cattle-breeding areas.

The zone borders West Shewa Zone to the east, East Welega Zone to the west and south, and the Amhara Region across the Blue Nile to the north.

Demographics

The 2007 census recorded 285,515 men and 284,525 women in 117,241 households, an average of 4.86 people per household across 112,403 dwellings. Afaan Oromoo was the first language of 93.12 per cent of residents and Amharic of 6.34 per cent. Protestants made up 42.99 per cent of the population, Ethiopian Orthodox Christians 38.47 per cent, followers of traditional beliefs 8.91 per cent and Muslims 8.61 per cent. Later figures for the zone are projections rather than counts.

Economy & Local Life

Mixed highland farming is the base: teff, wheat, barley, maize, faba beans and noug, with two-ox ploughing and heavy cattle numbers. The Horro breed of cattle and the Horro sheep both take their names from this area and are kept across Ethiopia for milk and draught work. Dairy and butter move from Shambu and Alibo toward Addis Ababa.

Fincha’a Sugar Factory, opened in 1998 on the plain below the dam, is one of Ethiopia’s largest and the main industrial employer in the zone. The Fincha’a hydropower station has supplied the national grid since the 1970s, and the Amerti-Neshe addition raised its output. Gold is panned in the Blue Nile tributaries in Amuru and Abe Dongoro.

Getting There

Shambu is about 314 kilometres from Addis Ababa, reached west through Ambo and Gedo and then north on the Shambu road. Buses run daily and the route is asphalt for most of the way. Fincha’a lies about 60 kilometres north-east of Shambu, and Alibo and Homi are on the road east toward West Shewa. There is no airport in the zone. Western Oromia has seen fighting between federal forces and the Oromo Liberation Army since 2018, with Horo Guduru among the affected areas, and road access on rural routes can change at short notice.
